Key responsibilities:
Under the guidance and supervision of the UNAIDS Country
Director, the Human Rights and Gender Equality Adviser will provide technical
assistance to the Government of South Africa, and civil society in the
operationalisation of human rights and gender related commitments in the
Declaration of Commitment on HIV/AIDS (2011); the UNAIDS Strategy; and the
UNAIDS Agenda for women and girls. She/he will provide leadership, policy and
programmatic guidance on national human rights based and gender transformative
HIV responses. In partnership with movements of people living with HIV, key
populations, women’s and human rights groups, the incumbent will drive
implementation and advocacy for programmes to reduce stigma and discrimination,
address harmful gender norms and practices and advance protective laws, gender
equality and access to justice. In particular, she/he will drive the
HIV prevention agenda for girls, young women and key populations; advocate for
combination HIV prevention strategies/approaches which encompass
structural, social, economic and biomedical strategies to avert new infections
in girls, young women and key populations.
Requirements:
- Education: Advanced
university degree in development, social or physical sciences, public health,
public administration, management or similar academic preparation.
- Experience:
- 7 –
10 years’ progressive work in HIV at the national level, with
demonstrated experience dealing with countries and authorities and the
Head of the Ministry, UN representatives, international donors,
bilateral/multilateral representatives, non-governmental organisations
and people living with HIV;
- Understanding
of the national HIV epidemic and response;
- Experience
at national, regional or international level in policy, programming and
implementation in the fields of HIV, Gender Equality, Women’s Empowerment,
and Human Rights;
- Proven
knowledge and understanding of rights and gender equality based
approaches to public health and development with ability to apply such
knowledge to demanding situations and challenges;
- Extensive
knowledge of the South African HIV/TB/STI epidemics and the multisectoral
response centred on the Three Ones principles;
- Sound
understanding of HIV prevention programming, especially programming for
girls, young women and key populations. Demonstrated analytical, advocacy
and networking skills; strong linkages with women and human rights
networks in South Africa;
- Desirable:
- Working
experience with UNAIDS cosponsors or other UN organizations;
- Experience
with international donors, NGOs development organisations and the UN
system.
