CARE is currently seeking a Syrian Regional Gender
Advisor. The position of the Syrian Regional Gender Advisor will
coordinate and advocate for the implementation of gender equality programming
across the Country Offices that are responding to the crisis in Syria. The
major focus will primarily be through CARE’s four key sectors (WASH, Shelter,
Food Security and Sexual and Reproductive Health) setting in accordance to
the CI mandate, policies and guidelines and the IASC Gender Handbook and the
IASC Guidelines for GBV Interventions in Humanitarian Settings.
The aim of the Syrian Regional Gender Adviser is to
establish sustainable mechanisms in collaboration with the Sector Specialists
and build capacity across the region to continue and replicate her/his work.
The mentoring of local staff is essential.
Responsibilities:
Gender initiatives:
- Work
to implement a regional gender strategy that will complement the CARE
International Syria sub- regional response strategy and feed into the
individual Country Office response strategies;
- Ensure
the alignment and synergy of gender planning and programming throughout
the region for gender sensitive responses and gender transformative work
where possible;
- Take
the lead in developing regional concept notes and proposals to help
position CARE as a leading agency on Gender issues throughout the
region.
- Support
the implementation of the CARE Gender Marker Pilot in the Syria response
countries for preparedness, strategy, proposals and response with
the support of the CI Gender in Emergencies team.
Ensure gender Sensitive Approaches:
- Support
on-going gender analysis for CARE’s planning and programmes in the
region through the collection and analysis of sex- and age-
disaggregated data (quantitative, qualitative and anecdotal) and
information about gender relations.
- Provide
support for gender-mainstreaming needs assessments, collection and
analysis so that it can be more effective in meeting the needs of men,
women, girls and boys
- Facilitate
and support the integration of gender equality in emergencies in the
programming across sectors.
- Assist
sectors in setting up or adapting existing systems to monitor progress
in gender mainstreaming by using inter alia the IASC framework and the
CARE checklists and adapting them to the context.
- Ensure
that issues of GBV and SEA are explored in sensitive ways, and that
services and follow-up are provided in keeping with CARE’s guidelines.
- Review
project plans and budgets (or provide written guidelines for such a
review) to ensure that adequate attention is paid (and resources allocated)
to the promotion of gender equality across sectors.
Capacity-building:
- Review
basic concepts and principles of gender/GBV/PSEA for all key regional
team members. Also, provide specialized sector/logistical briefings to
each respective specialist/team as appropriate.
- Provide
training/orientation to Country Office staff on promoting the gender
equality in emergency approaches. Capacity building can include
training, ToT, webinars, mentoring and one-on-one support.
Coordination and Advocacy:
- Build
strategic alliances with other key actors internally and externally to
advocate for gender-sensitive programming.
- Provide
technical support to and identify opportunities for the development of
relevant advocacy and communication/information materials to address gender
(in) equality issues.
Administrative and Miscellaneous Duties:
- Collect
and promote good practices and lessons learned, contributing to a
collection of replicable good practices for gender equality programming.
- Ensure
that CO systems and structures are gender-sensitive and review HR and
Administration issues: balanced recruitment and deployment of staff;
appropriate working and living conditions provided for both male
& female staff; staff aware of CI gender and PSEA policies and codes
of conduct duly signed; personal needs, security & risk
considerations of staff.
Requirements:
- Masters
or advanced degree in a relevant subject area. Knowledge of training
tools and methods and proven experience delivering training on
gender-responsive programs.
- Previous
experience in medium-large scale emergencies (5 years minimum);
- Familiar
with humanitarian programming and inter-agency coordination systems;
- Proven
experience combining formal expertise on gender mainstreaming and gender
equality with experience of applying these concretely to specific
humanitarian program sectors, plans, policies and processes
- Strong
knowledge of IASC Gender and GBV guidelines and must have completed the
IASC Gender e-learning course
