DESCRIPTION
CARE is currently seeking a Procurement and Logistics Advisor for CARE in Turkey.
The purpose of this position is to ensure CARE partners have strong skills in all aspects of supply chain management; specifically logistics for emergency relief projects in complex environments, including procurement processes and donor regulation compliance. Whilst the position is employed by CARE, it is expected that the Advisor will be located in partner operations to maximize partner capacity building effectiveness.  Specific the Advisor will improve partner performance in procurement, transport logistics and warehousing and staff management to ensure the effective, accountable implementation of projects. An important part of the responsibility will be building the capacity of partner staff members to more independently manage in the future and ensure that supply chain management meets CARE and donor accountability standards.
As the position is to build the capacity of CARE partners, it is expected that the advisor will spend at least 70% of his/her time working in partner offices
Responsibility
  • Maintain close oversight and monitor for CARE sponsored procurements to ensure donor rules and regulation compliance.
  • Maintain close oversight of all logistics, including timely storage, transport and distribution of food and non-food items, for the projects at all times and raise any issues of concern with CARE and partners
  • Identify procurement and logistics trainings and other capacity building needs of partner staff
Requirements
  • Related education and training and experience with managing procurement and logistics processes in an emergency context
  • 3 – 5 years experience in Humanitarian Aid operations.
  • Experience managing procurement processes and logistics operations in complex emergency contexts.
  • Knowledge of procurement regulations of major donors, in particular OFDA, EU and DFID
  • Excellent communication and writing skills
  • Strong networking capability
  • Ability to organize and facilitate training sessions
  • Ability to develop capacity building frameworks and work plans
