HIV Workplace Programme Coordinator (based in Nairobi with
at least 50 % field movement)
Purpose
She/he is the leader in the implementation of ICRC HIV
Workplace Institutional Policy implemented for National and International staff
in more than 30 countries.
Responsibilities
The HIV Workplace Programme (HIV WPP) Coordinator reports to
the Geneva Staff Health Unit, leads and shares the responsibilities of the
implementation of the programme with two other National coordinators based in
Dakar and Nairobi. They are technically responsible of 25 Health Focal Points,
based in the countries covered by the programme serving more than 14’000 staff
and families.
Tasks
The desired impacts of the programme are that all ICRC staff
and Family member will have no new HIV infections and a supportive environment
for HIV-infected persons and that they have permanent access to quality HIV
testing, care and treatment.
In respect of the Institutional Policy and the internationally recognized facts and strategies in the fight against HIV, she / he will implement, adapt and develop activities to increase annually the number of ICRC staff & family members who know their HIV status; with 100% coverage of HIV testing for all staff's pregnant women and to guarantee that HIV positive staff FM have access to quality care & treatment
In respect of the Institutional Policy and the internationally recognized facts and strategies in the fight against HIV, she / he will implement, adapt and develop activities to increase annually the number of ICRC staff & family members who know their HIV status; with 100% coverage of HIV testing for all staff's pregnant women and to guarantee that HIV positive staff FM have access to quality care & treatment
She / He is sharing the following task with the two other coordinators
- Guaranties
an annual visit to each country covered by the programme
- Supervises
the HFP’s work and encourages and supports her or him in her or his
assignment. She or he is available as a technical adviser
- Is
part of the selection process of a Health Focal Point (HFP) in each
country, who will be in charge of the implementation, follow-up and
monitoring of the programme at national level
- Organizes
the Annual meeting of the HFP
- Collects
and analyses the country reports; deals with the relevant medical and
statistical data, produces the annual report and take the appropriate
steps to guaranty annual results with efficiency with internal
stakeholders
Integrating the HIV WPP
- Evaluates
and identifies HIV care and treatment providers to guarantee sustainable
access to care
- Evaluates
and identifies health Insurance and / or health facilities (hospitals,
outpatient clinics, etc.) for care and treatment of ICRC staff and
dependants
- Cooperates
with the Administrator of each delegation in writing the contracts to be
signed with health care services in respect of the Finance and
Administrative procedures
- Ensures
that all medical data be dealt with in a strictly confidential way
- Communicates
regularly with different services in Geneva, in order to make the
programme visible and understood by all inside the ICRC
- Is
in charge of staff health for the Regional Delegation of Nairobi
- Intervenes
in Critical Stress Incident crisis to support National and International
staff
Keeping the HIV WPP up to international standards
• Keeps updating the HFP by regular review of the HIV related literature and via the HIV WPP database that she / he is leading
• Organizes benchmarking visits to other WPP
• Identifies private companies, NGO, National Societies, etc. that have an expertise in HIV field
• Meets MOH, National Programs responsible, GF, UNAIDS, PEPFAR to share information with and promote new approaches that could be useful to the programme
Requirements
- Ready
to accept the posting without being accompanied by his/her family during
the first 2 years of contract
- Recognize
medical doctor degree with clinical and public health experience
- At
least 6 years of experience in ICRC operational programmes, including in
leadership positions
- Experience
in the fight against HIV would be an asset
- Fluent
English and French, compulsory
- Driving
licence (must cover manual transmission)
Profile
- HIV
WPP Coordinator who is an inspiring, skilled leader, with desire to use
her or his ICRC field experience to serve the National and International
staff in respect of the administrative rules of the ICRC.
- She
or he will be ready for up to fifteen field missions by year
Length of assignment: Three years.
