FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.  We seek qualified candidates for the position of Deputy Director, Community Mobilization and Advocacy (CMA), to be based in Washington, DC.

Position Description:
The Deputy Director, CMA, will provide technical leadership in the areas of Key Population (KP) community strengthening, mobilization, and advocacy to a global USAID-funded, 5-year, multi-million dollar program. Availability of the position is contingent upon issuance of an award of a USAID Request for Applications (RFA), and selection of final applicant is subject to USAID approval. A member of the leadership team, the deputy director, CMA, will lead a team that aims to mitigate and remove structural and social barriers that affect key populations (female sex workers and their clients, men who have sex with men, transgender persons, and people who inject drugs). The Community Mobilization and Advocacy team houses expertise in community systems strengthening, human rights, gender, organizational capacity development, policy and advocacy related to key populations.  S/he shall have substantial experience in one or more of these areas, with strong linkages to advocates and community organizations in one or more region (Africa, Asia and Latin America and The Caribbean). S/he must have demonstrated ability to undertake and supervise community mobilization and advocacy activities, and a firm understanding of the literature related to structural interventions, human rights, gender and key populations. Strong writing and presentation skills in English for reporting on program and study results are essential.

Job Responsibilities:
  • Lead, manage and coordinate the work of the Community Mobilization and Advocacy, including but not limited to: overseeing development and monitoring of the team's budget, strategy and work plan; promoting and modeling excellence within the department; and managing and resolving problems in a timely manner.
  • Lead and/or oversee CMA activities to address structural and social barriers to accessing services and fulfillment of rights of key populations in the areas of legal literacy; working with police, local leaders and health care workers; assessing the impact of gender norms on the lives of key populations, skills development in community mobilization, advocacy and shaping policy.
  • Provide overall vision and leadership in these areas, including strategic and technical work, dialogue platforms, working groups etc. for impactful and forward-looking community mobilization and advocacy efforts.
  • Develop and implement strategy in partnership with key local partners and advisory board for south-to-south mentorship and capacity development in community mobilization, advocacy, gender, service delivery and organizational development.  
  • Establish and strengthen partnerships and collaboration with key population community and civil society organizations and networks across Africa, Asia and Latin America and The Caribbean.
  • Lead in identifying and addressing knowledge gaps relating to key population community mobilization, advocacy, human rights, gender and organizational development. Oversee the production, analysis, packaging and dissemination of strategic information in these areas. Support increased demand from and leadership of communities themselves in this work and champion the use of innovative, cutting edge and people-centered approaches to data generation. Lead on the exchange of strategic information for more impactful community mobilization and advocacy
  • Represent the project at national and international meetings.
  • Travel requirement: greater than 25%
Minimum Requirements:
  • A master’s degree or its international equivalent in public health, public policy, international relations, social sciences or other fields related to international development.
  • Demonstrated ability to design and lead community mobilization and advocacy activities
  • A firm understanding of the literature related to structural interventions, human rights, gender and key populations.
  • At least 8 years of field experience leading public health-focused community engagement activities in developing countries
  • Demonstrated experience in building and sustaining partnerships with key population-focused groups at the local, national, and regional level.
  • A proven track record of increasing responsibility to oversee elements of USAID-funded projects and in supervising technical staff.
  • Strong writing and presentation skills in English for reporting on program and study results to global and country stakeholders and the funder.
