Monitoring & Evaluation Technical Advisor

LOCATION: Pretoria, South Africa
Reporting to the Technical Director, ICAP-South Africa, the M&E Technical Advisor will provide leadership and guidance to the ICAP in South Africa Monitoring and Evaluation team, and assume an overall coordination role for routine and specialized M&E activities, targeted research and evaluation initiatives and knowledge management. The M&E Technical Advisor will liaise closely with the ICAP in New York MER Unit and other technical and programmatic staff in New York. The incumbent will also coordinate communication with partners on M&E issues, manage short-term technical consultants and represent ICAP in South Africa in domestic and international for a related to M&E.
This position is grant funded.

Duties & Responsibilities

  • Manage development, implementation and evaluation of M&E systems for USG-funded and privately-funded initiatives that comprise the ICAP in South Africa portfolio of services
  • Provide technical assistance to ICAP Program staff and partners (DOHCBOs, NGOs,DHMTs, SDHTs) to strengthen strategic information activities and M&E systems in each ICAP-supported region
  • Develop, implement and analyze research initiatives and public health evaluations as needed in coordination with the Evaluation Officer
  • Serve as a resource to DOH Government partners, Columbia University, CDC and other funders in the evaluation of ongoing programs
  • Assist in building the capacity of DOH partners and internal M&E personnel to better implement effective M&E and strategic information systems within supported regions
  • Manage staff in the M&E Unit as well as short-term technical consultants
  • Ensure regular M&E coordination with ICAP-NY’s M&E unit
  • Undertake overall coordination of knowledge management activities within ICAP-South Africa to document, share and archive data to build institutional memory as well as to inform programmatic direction
  • Assist the senior management team in reviewing and revising policies and procedures that enhance ICAP in South Africa programs as they relate to M&E frameworks and strategic information systems
  • Coordinate with the M&E in-country team, the collection and reporting of data for all donor and headquarter reports
  • Conduct routine data quality assessment for all ICAP supported programs
  • Carry out other duties as assigned by the Country Director

Requirements

  • A Master’s degree in Public Health (Epidemiology, Biostatistics, Health Services, PhD will be an added advantage)
  • A minimum of five (5) years experience
  • Experience in the design, implementation and management of health monitoring and evaluation systems
  • HIV/AIDS M&E experience is highly desirable
  • International health program development and project management experience
  • Field orientated and comfortable with a team approach to program implementation and the ability to manage several major activities simultaneously
  • Strong data management and analysis skills
  • High-level computer skills, including the ability to rapidly process and analyze data using the following: MS Excel, Access, SPSS and/or SAS, and Epi-info Windows
  • Advanced knowledge of electronic medical record systems and deployment of database systems for patient monitoring (preferred)
  • Extensive experience in supervising staff with a demonstrated ability to motivate staff and build effective teams
  • Excellent English communication skills (both written and verbal)
  • Strong interpersonal skills
  • The ability to build strong working relationships with local Government officials, international donors, and technical and administrative staff
  • Knowledge of and practical experience in health-related research and ethical requirements
  • Knowledge of and experience in health information management systems and database maintenance
  • Organizational and management skills
