Job Description

The project aims to contribute to increased gender equality
in decision-making in Mongolia. The project objectives include:
- To
strengthen legal environment for women’s representation at decision-making
level
- To
raise public awareness on gender equality in decision-making
- To
strengthen support mechanisms for women in decision-making .
The project aims to achieve these objective by implementing
a range of activities under 6 outputs, which include strengthening legal
environment, strengthening support networks for women aspirant candidates,
expanding the profile and number of women eligible for public decision-making,
and improving gender awareness among voters, political parties, and the
media.
The project will be implemented in close coordination with
the Secretariat of the National Committee on Gender Equality, General Electoral
Commission, Ministry of Labour and Social Protection, National Human Rights
Commission, as well as women’s caucus, political parties, CSOs, academia, and
other projects working in similar fields. The project is funded by KOICA.
Duties and Responsibilities
Under the overall guidance and direct supervision of the
Project Coordinator, the Monitoring and Evaluation Officer (M&E Officer) is
responsible for monitoring the progress against the project monitoring plan,
collect baseline and progress data, and reporting. The M&E Officer promotes
a collaborative and client-oriented approach consistent with UNDP rules and
regulations. The M&E Officer is responsible for setting up/updating and
managing the M&E framework of the Project, and shall use the UNDP
Monitoring Policy and UNDP Handbook on Planning, Monitoring and Evaluation for
Results in performing his/her functions.
Summary of key functions:
- Develop
and implement a system for results-based monitoring and evaluation for
tracking project
- performance
and results;
- Collect
and analyze the project baseline and progress data to provide
evidence-based feedback to project planning;
- Reporting
and knowledge sharing.
- Mainstream
gender equality in the project activities, planning, monitoring and
reporting;
- Coordinate
and create synergies of project components, other relevant projects and
initiatives;
General responsibilities and duties:
- Develop
and implement a system for results-based monitoring and evaluation for
tracking project performance and results;
- Review
performance targets and indicators referred to in the relevant policies,
programmes, and strategic documents adopted by the Government, and
incorporate in the project M&E system, where necessary;
- Reflect
the relevant performance indicators referred to in the Project Document
and its Results
- Framework
in the project M&E system;
- Identify/update
data sets to be collected in line with the project outcome and output
indicators;
- Identify/update
data collection sources (primary/secondary) and methods (e.g, user
surveys, observations etc) and their frequency;
- Lead
the implementation of the project M&E plan;
- Coordinate
and work closely with the M&E teams of government counterpart
agencies, and the donor agency focal points
Collect and analyze the project baseline and progress data
to provide evidence-based feedback to project planning:
- Produce
regular monitoring reports to feed into semi-annual updates, annual and
final reporting;
- Mainstream
gender and ‘leaving no one behind principle’ in the project monitoring
data collection, analysis, and reporting;
- Present
the findings of monitoring reports in innovative and user-friendly ways,
including audio[1]visual, graphic, or print formats;
- Document
key outcome changes and stories and disseminate to stakeholders and the
public;
- Coordinate
and create synergies of project components, other relevant projects and
initiatives
Reporting and knowledge sharing:
- Conduct
trainings and workshops on results-based management and theory of change
to contribute; to experience sharing among M&E focal points of
stakeholders;
- Assist
in undertaking of independent project evaluations, including outcome
evaluations;
Assist and provide inputs to UNDP and the KOICA programme
level monitoring and evaluation

Required Skills and Experience
Education:
- Advanced
University Degree (Master’s degree) in Law, Political Science, Development
Studies, Public Policy, Gender studies, Statistics, or other closely
related fields, OR
- A
first-level University degree (Bachelor’s degree) in in Law, Political
Science, Development Studies, Public Policy, Gender studies, Statistics,
or other closely related fields in combination with additional 2 years of
qualifying experience will be given due consideration in lieu of Master´s
degree.
Experience:
- Up to
2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree)
of relevant experience in policy making, policy analysis and research,
statistics, project/programme evaluation, preferably related to electoral
reform, political party development, voter education, gender equality in
decision making or other closely related fields
- Solid
experience in results-based management, data analysis, monitoring and
evaluation, and evidence-based report writing would be considered as an
asset
- Experience
in the development and implementation of quantitative and qualitative
methodologies would be considered an asset
- Good
analytical skills and report writing skills
- Demonstrates
commitment to UNDP’s mission, vision and values
- Displays
cultural, gender, religion, race, nationality and age sensitivity and
adaptability
- Zero
