1.    Project Description 

In its "Vision 2035," the government aspires to solidify the country's position as a major commercial and logistics hub of the continent, with economic growth, human capital development, good governance, regional integration, and peace as its primary priorities. In this context, the establishment of a transparent, responsible, and reliable governance system, as well as the strengthening of institutions, are seen as essential factors to contribute to the socio-economic development that Djibouti aims for, by restoring trust in institutions and unleashing the potential of the private sector for human capital development.

Djibouti is ranked 39th out of 54 countries according to the Mo Ibrahim Index of African Governance (IIAG) in 2021 and is among the countries that have shown overall improvement over the past decade. Djibouti is also the country that has ratified the most fundamental human rights conventions in the Arab region. Significant progress has also been made in decentralization with the establishment of a ministry responsible for decentralization in 2016 with increasing responsibilities. Despite these advancements, Djibouti's overall governance system is hindered by a lack of effective implementation, limited capacity, and weak public accountability.

The strengthening of governance is one of the main strategic priorities of Djibouti's new National Development Plan for the period 2020-2024, through which the government of Djibouti commits to enhancing political, judicial, financial, and administrative governance, as well as consolidating institutional capacities. Consequently, the UNDP's national office in Djibouti has significantly increased its support to the government of Djibouti in governance reform and is allocated more resources through its governance program in the areas of rule of law, justice, financial governance, decentralization, and public accountability.

In this regard, the UNDP's national office in Djibouti is seeking to recruit a Project Manager to provide substantial support for the successful implementation of the strategy and activities of its governance program.

2. Scope of work 

Under the direct guidance and supervision of the Governance Program Specialist, the Project Manager contributes to the implementation and development of the UNDP's governance program strategy and activities through projects under their responsibility. The sectoral areas primarily include but are not limited to: support for public accountability and transparency, local governance and decentralization, rule of law, justice reform, corruption prevention, financial governance, peace consolidation, civic and democratic participation, and gender equality. The Project Manager will be responsible for:

1- Ensure effective project management for projects under their responsibility within the governance program, with a focus on achieving the following results:

  • Substantive and financial project monitoring, identification of operational and financial issues, and development of solutions.
  • Successful preparation and implementation of project activities.
  • Coordination of project activities and enhancement of synergies for better knowledge and resource optimization.
  • Fruitful collaboration and establishment of strong working relationships with national authorities, NGOs, civil society organizations, UN agencies, donors, and other relevant partners.
  • Establishment and regular monitoring of an effective monitoring and evaluation system based on the project's results frameworks.
  • Drafting activity, product, and result reports for donors and headquarters.
  • Quality control of technical documents developed within the projects.

2 - Contribute to the effective management of the country program in assigned sectoral areas, with a focus on achieving the following results:

 Formulation of robust project proposals in support of the governance program.

  • Contribution to the establishment of strategic partnerships and the implementation of the resource mobilization strategy.
  • Contribution to the development of comprehensive annual/periodic reports on program activities, results, impacts, and priorities.
  • Effective application of results-based management tools.
  • Contribution to in-depth analysis and research of the country's political, social, legal, and economic situation and the preparation of substantial inputs for the Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), United Nations Sustainable Development Cooperation Framework (UNSDCF), Country Program Document (CPD), and other documents.

3- Contribute to the facilitation of knowledge development and management, focusing on achieving the following results:

 Effective contribution to knowledge networks and communities of practice in the assigned sectoral areas.

  • Identification of information sources related to best practices and lessons learned, directly linked to the objectives of the country program.

The holder performs other tasks within their functional profile that are deemed necessary for the smooth operation of the Office and the Organization.

3.     Institutional arrangements

The Project Manager will work under the direct supervision of the Governance Program Specialist (NOC) and will be based 100% at UNDP in Djibouti.

Kigali, the capital of Rwanda, has undergone an incredible period of rejuvenation and stability that is clearly visible the moment you step out into this beautiful city. Concerning transport, even though motorcycle taxis are not recommended, they are the fastest way to get around this metropolis. Helmets are provided, but it is better to have your own helmet. You can also take a standard taxi. Those with a yellow stripe will be run by individuals, while the majority will belong to either Kigali Taxi Service (3122) or Kigali Airport Taxis (476586). Public transportation is the cheapest way to get around Kigali, and many of the buses are new and well-maintained. You can also take these buses farther afield; expect to pay a fare based on distance. Transport prepaid cards are available for passengers at each bus station, and you can load a minimum amount of two hundred Rwandan francs (200RWF). If public transport isn’t your style, cars are available for rent or purchase in Kigali. Major investment has been made in infrastructure, including roads, and congestion in this city has never been particularly bad. Accommodations are found easily and at the relevant standards and recreation infrastructures (swimming pools, aerobics, etc…) can be found in the various places. Shops and markets are available with necessary items including imported goods, home furnishings and electrical appliances and vehicles spare parts. Public and private health facilities are available in Kigali and some of them such as King Faisal Hospital, Legacy Clinic, Hôpital la Croix du Sud, etc …work with CIGNA insurance. The above Hospitals have necessary health equipment; ambulances, adequate health services and can handle any emergency. Kigali is an exceptionally safe city. However, in case of emergency, there are several emergency numbers in Kigali, so be sure to know which to call. You can reach the police on a special line by dialling 999. Fire fighters can be reached at 111 and the emergency services are at 112. If you have or see a traffic accident, call 113. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. Beside its international protection of refugees in Mali, UNHCR main objective for this particular program is to find durable solutions for returning Malian former refugees as well as internally displaced persons. The volunteer will be working in the Repatriation Unit based at the main office in Bamako with missions in the entire Northern regions of Mali. In the implementation of the programme, UNHCR works together with the government of Mali, specifically the line ministry (Ministè;re de la Solidarité, de l’Action Humanitaire et de la Reconstruction du Nord), also occasionally with officials from countries of asylum in the context of tripartite agreements; with implementing partners, and other UN agencies. UNHCR has field offices in Tombouctou, Gao, and Mopti and plans to open new offices in Niafunke and Menaka as soon as feasible. During the performance of his/her tasks under the assignment the UNV will be interacting not only with all but also with beneficiaries, UNHCR staff and partners in countries of asylum.

Task description

Under the direct supervision of the Senior Protection Officer the UN volunteer will undertake the following tasks: Monitor the implementation of the voluntary return operation through consultations, regular field visits and monitoring tools, suggesting amendments to the plan as necessary. Ensure that activities are implemented in accordance with the voluntary repatriation strategy, with a view to ensuring that the return is voluntary and takes place in safety and dignity. Gather and analyze data related to return movements and conditions in areas of return for planning, evidence-based advocacy and protection interventions. Ensure that specific needs of vulnerable categories of returnees are duly addressed during the return movement. Monitor and advise implementing partners on activities related to return. Actively participate in inter-agency coordination processes and mobilize partners’ political and financial support, to ensure complementary interventions to voluntary repatriation/return program Comply with UNHCR’s policy priorities, such as those related to persons with particular vulnerabilities Identify, monitor and advise implementing partners on on-going activities related to return. Mainstream AGD in all areas of work and ensure the full participation of returning refugees in matters relating to their own protection Liaise with other UNHCR country offices and other key partners in the region to ensure appropriate cross-border cooperation and a harmonized voluntary repatriation process. When working with national staff or (non-)governmental counterparts, the incumbent should set aside dedicated time for training, coaching, mentoring and capacity development.

Mali is a country that is currently trying to recover from a conflict in its northern part. The whole territory is a non-family duty station. This position is based in Bamako, whose living and security conditions are satisfactory however due to the recent events in Bamako the security phase has been increased to SLS 4 (Substantial - as per UN security classification). The candidate will be entitled to R&R after every 8 weeks. To enter Mali, a valid passport is required. A visa is also compulsory, except for nationals of ECOWAS member states (Economic Community of West African States), Morocco and Tunisie. Nationals of other countries should contact the representation of Mali in their country of residence for those who do not have a Malian representation in their country of residence, the visa can be issued at Bamako airport. In all cases, a Note Verbale will be issued with the aim of facilitating the visa issuance for the selected UN Volunteer. The yellow fever vaccine is compulsory and a vaccination card should be brought with you for Malian health authorities’ check at the airport. The selected UN Volunteer must attend, from the beginning of the assignment, all security-related trainings, which are compulsory for all UN personnel.

Position Purpose: 

The Early Talent Coordinator acts as a focal point for UNDP’s early talent programmes and coordinates the implementation of the Graduate Programme, including design and implementation of talent acquisition strategies, The Early Talent Coordinator acts as a focal point for UNDP’s early talent programmes and coordinates the implementation of the Graduate Programme, including design and implementation of talent acquisition strategies, selection and on-boarding, learning and development, and act as a focal point for all activities and queries related to the Programme.

Graduate Programme management 

  • Plans and monitors the implementation of the Programme.

• Ensures that all requisitions for goods have accompanying requisitions for freight forwarding, as appropriate, and includes guidelines for suppliers for detailed packing instructions and delivery plan by destination.
• Ensuring that sufficient funds are available for all requirements.
• Monitors the use of adequate lead times from requisitioning so that realistic foreseen delivery dates are duly inserted in the requisitions; also ensures that all requisitions are in compliance with contract terms and agreed delivery schedules.
• Works in close collaboration with internal stakeholders, such as the technical units within Service Delivery and Supply Chain Services/Sections, and assists in the preparation of the technical specifications, e.g., Statements of Work (SOWs), Terms of Reference (TOR), etc. for various services and commodities not available from existing stock or systems contracts, ensuring completeness of the requirement and technical evaluation criteria.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Certificate in Public Procurement - Chartered Institute of Procurement and Supply (CIPS) level 4 or equivalent is desirable.

Technical or vocational certificate in at least one of the following areas is required: logistics, supply chain management, business administration and procurement.

Work Experience

A minimum of eight (8) years of progressively responsible experience including 2 years hands on in acquisition management , in supply chain, inventory management, logistics, procurement, requisitioning or Contracts Management, is required.

Experience in providing logistics and supply chain support services in a conflict or post conflict environment is desirable.

Experience leading an Acquisition Management or Requisitioning unit/team is desirable.

Experience working with SAP (Umoja ERP - Enterprise Resource Planning) systems or other similar platforms in the areas of scheduling, inventory control, procurement and/or logistics processes is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
