The Prime Minister of the Republic of Serbia, in her address to Parliament in
2022, outlined her new priorities for the next period. This plan envisages a
new energy policy; strengthening education and science; modernization of
health; climate change and environmental protection; continuation of
digitalization and development of robotics and artificial intelligence, and
strengthening social and county stability.
The SDG Acceleration Framework Project, as a Development
Services Agreement, is entered with the Government’s central authority – the
General Secretariat of the Government, in order to provide services to a wider
range of authorities at the national level, as the General Secretariat supports
the work of the Government for general and operational affairs.
The Development Services Agreement is envisaged to provide a
framework for services requested by the Government, for ongoing initiatives of
the Government, for which it bears full accountability. The majority of
development services envisaged under the Agreement relate to support to policy
making through research, advocacy or policy alternatives, aimed at fulfilling
priorities as articulated in the Government plans, presented before Parliament,
and in line with progress in achieving the Sustainable Development Goals.
Following the successful construction of two mass-testing
laboratories for SARS-COV-2, a modern Centre for Genome Sequencing and
Bioinformatics was established at the Institute of Molecular Genetics and
Genetic Research (IMGGE) in the Fall of 2021. By the end of the same year, a
new vaccine facility was built in Belgrade. Both the aforementioned
supercomputer and Centre for Genome Sequencing and Bioinformatics are part of
the critical infrastructure for biotech R&D in Serbia – but they are also
only the first steps. The Government of Serbia is planning to establish BIO4
Campus located in the immediate vicinity of the Institute for Vaccines and
Serums "Torlak", as a powerful platform for cooperation between
various stakeholders, and several joint biomedical and AI projects already
started. The Consultant shall help the General Secretariat and the Government
of Serbia to develop in-detail project documentation for future construction of
the infrastructure of BIO4 Campus.
Duties and Responsibilities
Under the guidance of the Programme Specialist– SDG Integration, specific
results are expected in the areas of:
Coordination and monitoring of the project
activities:
- Coordinate
communication and collaboration between the Project Management Unit,
Design team, Engineering team, and future tenants of the BIO4 Campus.
- Monitoring
each facility's design layout and detailed floorplan of the BIO4 Campus.
- Coordination
between relevant state-owned stakeholders in order to meet all required
preconditions for construction.
- Recommend
course corrections for quality of project documentation to be completed
within the agreed time.
- Facilitate
collaboration of different stakeholders with the aim of making BIO4 Campus
energy efficient and setting up wastewater management system.
- Provide
support in effective management of the project including progress
monitoring and reporting, technical inspections, documentation of design
change.
- Conduct
field visits to provide in-time technical inputs to selected construction
firms, to ensure quality and timely delivery according to approved
specifications and as per best engineering practices.
- Identify
construction risks and monitoring of mitigation measures for the project.
- Draft
progress report of the civil works on project template and submit to
Project Management Unit.
- Advise
on the national legal requirements and procedures, international standards
applicable to various buildings/facilities.
- Monitor,
and evaluate the performance of contractors working on various work
packages by measuring, assessing, and appraising the works in terms of
design requirements.
- Ensure
that all the technical inputs and cost estimates of construction projects
and budgets are accurate and provided in a timely manner.
- Develop
specifications/TORs for projects that require the input of the Civil
Engineer
- Any
other relevant task assigned by the project team.
Network with partners and beneficiaries
- Act as
a key liaison on specific topics between the PMO and the line Ministries,
implementation agencies, and other involved stakeholders. This includes
maintaining good cooperation and coordination between national
counterparts, project partners and other stakeholders, and maintaining
regular contact with beneficiaries to ensure the relevance and quality of
projects’ outputs.
- Establish
record with contacts, pursue networking and information sharing and to
follow up on partnership related issues.
- Prepare
official correspondence for national and international partners.

Education:

progressive working experience in project administration and
management.

Institutional Arrangement
The Technical Monitoring Analyst will work under the overall
guidance and supervision of the Programme Specialist, SDG
Integration.
