Mission and objectives

Context
The Office of the UNHCR was established on 14 December 1950
by the UN General Assem-bly. The agency is mandated to lead and co-ordinate
international action to protect refugees and resolve refugee problems
worldwide. Its primary purpose is to safeguard the rights and well-being of
refugees. It strives to ensure that everyone can exercise the right to seek
asylum and find safe refuge in another State, with the option to return home
voluntarily, integrate locally or to resettle in a third country
(www.unhcr.org). Since the conflict in Sudan erupted in mid-April 2023, and
according to the latest figures, Chad currently hosts some 230,000 new arrivals
(out of which some 192,473 are already “fixed” or counted), this situation has
led to the forced displacement, spread across the provinces of Ouaddai, Sila,
Wadifira amd Ennedi Est, mainly in the sub-prefectures of Borota, Amdjerema,
and Addé, with the key entry points being the localities of Kulbus, Mahamata,
Werwerta, Beida, Andressa/Dogdoré, Moudeina, Sarafbourgou, Mashiborgho and
Maguilta. The situation contin-ues to be tense in Sudan, refugees continue to
arrive in Chad, fleeing from Darfur region, espe-cially El Geneina and El
Fasher cities. On 17 May 2023, a Level 2 emergency was declared for the
neighbouring countries of Sudan, including Chad. Considering the above, and as
the hu-manitarian situation in Sudan continues to deteriorate, the High
Commissioner decided to up-grade the Level 2 emergency to a Level 3 for the
Sudan and for the refugee and returnee situa-tion in Chad, Egypt, and South
Sudan. In this context, the operation in Chad reinforces its offic-es with the
necessary capacities to respond effectively to the protection and assistance
needs of the new refugees in the existing and new camps and maintain adequate
capacity at the various entry points to continue to assist new arrivals.
Task description
Under the direct supervision of the Head of Field Office,
the UN Volunteer will undertake the fol-lowing tasks: • Provide technical
support and guidance to UNHCR sub-office, field offices and partners on
activities within the areas of WASH. • Undertake needs and resource assessments
with sub-office and field offices to prioritize needs and activities in the
provision of WASH services refugees and returnees. • Make provisions for the
installation of WASH services in any new camp or camp exten-sion identified for
the settlement of refugees in direct coordination and collaboration with the
designated site planner or shelter officer. • Contribute to the scale up of the
UNHCR WASH monitoring framework in projects and keep the records updated. •
Assist in and check engineering calculations leading to detailed drawings for
required WASH infrastructures and activities and associated cost estimates for
camps/settlements, transit centers, etc. • Contribute to develop training plans
and tools and provide inputs in training sessions to ensure that implementing
partners, refugees and other persons of concern to UNHCR acquire the needed
knowledge and skills. • Represent the WASH sector internally and externally, in
particular in the WASH cluster with other relevant actors/technical
coordination platforms as necessary. • Emergency response: Willing to be
deployed for the first phase emergency response to carry out needs assessment
and support the country to develop a WASH strategic plan of response. Expected
Results • The development of capacity through coaching, mentoring and formal
on-the-job training, when working with (including supervising) national staff
or (non-) governmental counterparts, including Implementing Partners (IPs); •
Age, Gender and Diversity (AGD) perspective is systematically applied,
integrated and doc-umented in all activities throughout the assignment • A
final statement of achievements towards volunteerism for development during the
assign-ment, such as reporting on the number of volunteers mobilized, activities
participated in and capacities developed

Requirements
Required experience
3 years of experience in water supply and sewerage works,
water purification systems, pump installations and associated electrical works,
etc.; experience in project cycle management, partnerships, disengagement
strategy and sustainability of WASH projects is essential. • Have affinity with
or interest in humanitarian relief, post-conflict situations, volunteerism as a
mechanism for durable development, and the UN System.

Other information
Living conditions and remarks
Chad is a unique humanitarian operation. It provides for an
interesting and enriching environ-ment, but also requires a mature level of
cultural awareness, as well as more stamina and com-mitment than elsewhere to
make life comfortable and affordable. Therefore, flexibility and the ability
and willingness to live and work in harsh and potentially hazardous conditions,
involving physical hardship and little comfort, are essential. Candidates
applying to positions in Chad should be prepared to work under challenging
condi-tions and be able to manage stressful situations. All the duty stations
in Chad are classified E, except N’Djamena which is at D. In terms of working
and living conditions, Goz Beida is a small town that has only very basic
in-frastructure with very limited leisure and recreational facilities. There
are no banking facilities in Goz Beida. The nearest bank facility is in Abeche
where ATMs are also operational. Malaria is prevalent and all staff need to be
vigilant by taking the relevant measures. Goz Beida is an E non-family
location. There are also very limited health facilities available locally.
Finding good accommodations in Goz Beida remains a challenge. Therefore, UNHCR
managed guest houses provide and facilitate accommodation to UNHCR staff. All
communications within the office and with external partners such as Government
and human-itarian agencies are conducted in French. Fluent French (both written
and spoken) is essential for this position. However, working knowledge of
English, especially written, is also required as reports, internal as well as
external, are requested in English. While security in Goz Beida is, at present,
stable, due to criminality staff are discouraged from walking in the streets,
staying out late at night and visiting public places alone. Physical integrity
of UNHCR staff. UNHCR staff are always reminded the need to strictly respect
all norms of se-curity. R&R circle is every 8 weeks. There are specific
security measures to be taken into consideration. Aside from the mandatory
security briefing provided to the staff upon arrival in N’Djamena with specific
location information and requirements: - All UN personnel must complete their
BSAFE training online - Per the classification of roads, all road movements
between cities should be accompa-nied by an armed escort in the SRM East zone.
These movements are conditioned by a granted security clearance through TRIP
Unless exceptionally allowed all road movements between cities must be started
af-ter 6 a.m. and completed by 6 p.m.All movements of UNSMS vehicles in Abeche
are al-lowed only between 6:00 a.m. and 10:00 p.m, while all movements of UNSMS
vehicles in Farchana, Goz Beida, Iriba, Amdjarass and Guéréda are allowed only
between 6:00 a.m. and 8:00 p.m
