Objectives of the Programme
The Division of Country Health Policies and Systems (CPS)
assists countries in the Region with the design and implementation of
appropriate health policies and systems to strengthen universal health
coverage. It works to strengthen data-driven, evidence-informed, contextually
tailored health policy development and implementation at national, regional,
and local levels, taking an inclusive approach across the life course. The
Division advocates strengthening of public health leadership, focusing on
implementing policies that are people centered, promote health, prevent
illness, and address the social and economic determinants of health, while
fostering leadership on equity, human rights and gender mainstreaming in
health. It focuses on building capacity for health systems innovation to enable
the sustainable delivery of high-quality primary health and community services
that are effectively linked to hospitals, and mental health, public health, and
social care services.
To do so, CPS supports country efforts to facilitate access
so as to leave nobody behind, to improve financial protection, to strengthen
the health workforce, to increase access to affordable medicines and
technologies, and to promote the uptake and implementation of digital
technology.
The Workforce for Service Delivery in Health & long-term
care (HWD) unit provides strategic direction, technical assistance and tailored
support to countries to improve access and quality for health and long-term
care services delivered by a competent and sustainable workforce. It engages
with professional bodies and patients to support the design and transformation
of services which are geared to improve: patient experience of care across the
health and social sector; health of the population, health care efficiency and
the experience and engagement of the health and care workforce. In order to
deliver these objectives aligned with the European Programme of Work and GPW 13
the unit focuses on supporting countries through the development of
policies, strategies, tools and capacities in the areas of health workforce,
(including nursing and midwifery and the public health workforce) to improve
working conditions, retain and motivate the existing workforce; and align the
education, training and production of the future workforce with population
health needs, promote integration in service delivery to better bridge the
divide between health systems and social care across the whole continuum of
care, as well as supporting Member States efforts to put people at the centre
of services.
The WHO Country Office supports the Member State to shape
its health policy in line with WHO principles and values for an integrated
approach to health development. By means of a single, unified and functionally
integrated country representation, WHO facilitates the implementation of the
BCA with the Member State and its corresponding country work plan.
Summary of Assigned Duties
In the context of the WHO Health Emergencies Incident
Management System (IMS), at the country level, the coordinator will provide
technical leadership and coordination to strengthen and coordinate
rehabilitation and assistive technology (AT) activities in accordance with the
overall emergency response plan in Ukraine and aligned with the rehabilitation
specific strategic objectives:
1. Acute/sub-acute rehab: Technical support and guidance to
prevent clinical complications following traumatic injury and promote improved
clinical outcomes through rehabilitation and AT interventions (acute and
sub-acute rehabilitation phases), including scaling up specialized
rehabilitation services for spinal cord injuries (SCI);
2. Non-specialized rehab: promote optimal function, health
and independence for all Ukrainians who have sustained injury, have an
impairment, long-term health condition or disability;
3. Rehab system strengthening: Strengthen the Ukrainian
health system through rehabilitation, AT and disability-related capacity
building to enhance system resilience to shocks and stressors.
This will include supporting policy development with various
Ukrainian ministries, capacity building work regarding rehabilitation in acute
and sub-acute settings, procurement of rehabilitation equipment and hospital
consumables and their distribution and supporting implementation of multiple rehabilitation
projects, including monitoring and donor reporting. Based on priorities
set by the WHO Country Office (WCO), Health Operation Manager and the Incident
Manager, the incumbent will act as Rehabilitation Project Coordinator, to
provide coordination and project management support of multiple
activities.
Key duties:
- Provide
coordination for the WHO rehab team and visiting consultants, to ensure
all rehabilitation activities are aligned with WHO’s strategic vision and
that all emergency interventions promote longer-term heath system
strengthening in Ukraine.
- Ensure
current rehabilitation projects which include building a SCI
rehabilitation network in Ukraine, developing non-specialised inpatient
rehabilitation services and promoting access to AT at the community level
through PHC and social service centres are implemented, monitored and
evaluated effectively.
- Ensure
linkages between all of WHO’s rehabilitation projects with the WHO
emergency response plan and with health partners of the Rehabilitation
Working Group Ukraine.
- In
collaboration with WHO logistics and procurement teams to provide
essential equipment and AT to raise capacity of inpatient rehabilitation
settings and promote AT access in the community in multiple Oblasts of
Ukraine.
- Support
recruitment and deployment of WHO consultancy staff, including a
multi-disciplinary international rehabilitation team (MDT).
- Support
in development of project proposals and project implementation, monitoring
and evaluation plans along with monthly and quarterly project
implementation reports for the donor-funded projects on access to
assistive products and rehabilitation services in Ukraine.
- Support
WHO country office and other key partners and agencies to map and maintain
up to date information on centres and organizations providing
rehabilitation services and assistive products. This includes working with
WCO and rehabilitation partners to improve the current rehab specific GIS
information database.
- Identify
and communicate priorities, plans, needs and concerns related to the
health response, recommending coordination mechanisms and improvements to
the country’s emergency response. This will include rapid need assessments
and response planning.
- Coordinate
with partners to streamline safe referral pathways to ensure availability
of essential health services for people with disabilities and
rehabilitation services (incl. assistive products).
- Provide
direct technical and methodological support to develop/strengthen
rehabilitation services.
- Identify
urgent technical gaps and training needs for technical standards and
protocols on rehabilitation in the emergency response and identify opportunities
for capacity-building in collaboration with partners. In collaboration
with National Consultant, Rehabilitation trainings coordinator plan,
organize and conduct training programmes for partners.
- Support
the national rehabilitation technical officer to influence rehabilitation
and AT policy development in Ukraine.
- Support
WHO in identifying priority needs and drafting proposals for further
resource mobilization for Ukraine.
- Perform
other related responsibilities and duties within the scope of the work as
required by the supervisors.

- Demonstrated
experience of working with low-middle income countries and / or in an
emergency setting in the area of rehabilitation. Demonstrated experience
in institutional fund raising and grant management on rehabilitation related
projects.
Educational Qualifications
Essential: University degree (Bachelor’s level)
in Physical and Rehabilitation Medicine, public health, physiotherapy,
occupational therapy or other related field.
Desirable: Advanced university degree (Masters)
in any of the above-mentioned fields.
Experience
Essential: At least five years of experience in
the area of rehabilitation, health and social care services, or services
disability and rehabilitation with at least 2 years of international
experience. Proven experience in planning, implementing, and evaluating
programmes in disability and/or rehabilitation in a national and international
setting. Proven track record of working in disability and rehabilitation in
low-resource settings and/or in conflict settings. Experience of development or
humanitarian sector project management.
Desirable: Relevant work experience with(in) UN,
NGOs or organizations/institutions active in the field of rehabilitation and
disability.
Language Skills
Essential: Excellent knowledge (mother
tongue/advanced) of English.
Desirable: At least Intermediate knowledge of
Russian.
