Org. Setting and Reporting
This position is located in the International Tax and Development
Cooperation Branch (ITDCB) of the Financing for Sustainable Development Office
(FSDO), in the UN Department of Economic and Social Affairs (DESA). The
incumbent reports to and is under the overall guidance and supervision of the
Chief of ITDCB/FSDO.
Responsibilities
Within delegated authority, the Public Information Officer
will be responsible for the following duties:
- Takes the lead in strategy, planning, development, implementation and
monitoring of progress of large, complex communications activities and outreach
efforts, in close collaboration with the Strategic Planning and Communication
Services (SPCS) on broad-reaching and subject-specific issues, for launch and
dissemination of major publications, etc.); where appropriate, works with
departments, funds and agencies to develop ways to implement communications
activities system-wide and to incorporate the messages and themes into all
relevant events and products.
- Provides advice and expertise to managers, senior officers and other public
information staff on a range of public affairs issues, methods, and approaches;
anticipates and resolves communications/public relations issues/problems.
- Develops strategic partnerships with key constituencies to elicit support for
and maximize impact of promotional objectives; serves as a
spokesperson/principal liaison to media organizations, governmental bodies,
national groups, private sector organizations, educational organizations,
international organizations, etc.
- Prepares or oversees preparation of a diverse range of information
communications products in support of major communications initiatives and
ensures compliance with UN DESA branding, standards and guidelines.
- Drafts material translating technical concepts into non-technical language
for UN newsletters, periodicals, reports and website and edits drafts prepared
by FSDO colleagues, consultants and contractors.
- Evaluates results and impact of communications activities; reports on
developments, trends and attitudes regarding the UN and its work in the area of
financing for sustainable development, in particular domestic resource
mobilization and international tax cooperation and related capacity development
activities.
- Represents the institution in meetings and conferences; fulfills speaking
engagements and makes presentations to groups on UN activities and advocate
issues of concern; organizes media coverage and arranges for media contacts,
briefings, interviews; organizes briefings and, public events on international
tax related issues and on events concerning the United Nations Committee of
Experts on International Cooperation in Tax Matters and related
capacity building activities of UNDESA.
- Builds information networks; plans and oversees maintenance of publicly
accessible information materials on the United Nations; plans and develops
outreach activities.
- Produces communications and outreach materials for
print/electronic/voice/visual media; develops and implements social media
communication strategy targeting diverse groups of stakeholders, including
Member States, development partners, international and regional organizations,
civil society, non-governmental organizations, business, and academia.
- Assists in the day-to-day operation of the Branch to include participating in
coordination of substantive and administrative activities of the Branch,
interpreting and disseminating policy, providing procedural advice, improving
monitoring and evaluation and reporting systems, handling operational and
administrative queries, preparing budget submissions for and inputs to
reporting on communication activities, establishing and/or coordinating
training programmes and monitoring and evaluating results.
- May coordinate and direct a team of public information staff and/or mentor
and supervise the work of junior officers on specific projects.

Education
Advanced university degree (Master’s degree or equivalent
degree) in communication, journalism, international relations, public
administration or related field is required. A first-level university degree in
combination with two additional years of qualifying work experience may be
accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience
in public information, journalism, international relations, public
administration or related area is required.
Experience in the development and implementation of communication strategies is
required.
Experience in working with communication and media partners from international
organizations, governmental officials, academia/professional bodies among
others is required.
Experience in writing and editing for digital media and various digital
platforms such as Twitter, YouTube and other communication tools is required.
Experience in publishing software, including Adobe InDesign, is desirable.
Experience in writing and editing on international tax-related issues and in
the area of financing for sustainable development is desirable.
Languages
English and French are the working languages of the United
Nations Secretariat. For this post, fluency in English (both oral and written)
is required. Knowledge of French or Spanish is desirable. Knowledge of another
UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment
exercise which may be followed by competency-based interview.

Appointment or assignment against this position is for an initial period of one
year. The appointment or assignment and renewal thereof are subject to the
availability of the post or funds, budgetary approval or extension of the
mandate.

United Nations Considerations
