Office Description
The promotion of gender equality and the empowerment of
women is central to the mandate of UNDP and intrinsic to its development
approach. The commitment to gender equality is clearly articulated in
the UNDP Strategic Plan for 2022- 2025, and the Global Gender
Equality Strategy, 2022-2025, whereby UNDP is committed to addressing root
causes of gender inequalities and empowering women across all areas of UNDP’s
work. Women's empowerment and gender equality are vital to achieving the
2030 Agenda for Sustainable Development, which envisions a world “of universal
respect for human rights and human dignity” in which “every woman and girl enjoys
full gender equality and all legal, social and economic barriers to their
empowerment have been removed.”
The UNDP-Saudi Arabia Country Programme (CP) 2023-2027
recognizes gender equality and women empowerment as a key cross-cutting themes
driving development results and identifies specifies concrete action for
supporting Saudi Arabia in this agenda in line with the Saudi Arabia 2030
Vision. The new CP (2023-2027) contributes to gender through its first
output area which aims to support institutional capacities, the response to
gender-based violence, women’s economic empowerment, implementation and
visibility of reforms, as well as research and data. The CO also aims to
integrate the same principles in its own insitution and culture to walk the talk
on gender equality. For this purpose, the UNDP Saudi Arabia Co has been
implementing an action plan to strengthen its programmes and institutional
environment to apply for the UNDP Gender Equality Seal Certification Round
(2021-2023). The CO is also in the process of developing its first Gender
Equality Strategy 2023-2027, which will be aligned to its CP and guided by the
Global Gender Equality Strategy. The Strategy will aim to develop a robust
programme/portfolio one equality and women empowerment, while strengthening its
gender mainstreaming approach.
In order to achieve the above, the UNDP-Saudi Arabia plans
to strengthen its capacity on gender equality issues and intends to hire a
senior-level Gender Analyst to lead the process of gender equality seal certification
and input and implement the country office gender strategy and achievement of
the above commitments.
Duties and Responsibilities
The Gender Analyst will work under the direct supervision of
the RR and work closely with CO Gender Focal Team, and Programmes/Projects, as
well as engage with all staff to identify specific issues / barriers, and
potential champions to articulate a well-thought plan and support its
implementation. Also, the Gender Analyst will support the integration of
gender aspects in programming to enhance the institutional effectiveness of
gender mainstreaming and women empowerment.
Lead the Gender Equality Seal efforts and the Gender
Strategy
- Support
the Gender Focal Team in finalization of the requirements of the Gender
Equality Seal certification, completion of the action plan and submission
of all the documents, in collaboration with the Gender Focal Point;
- Support
the PSEA/SH focal points in developing an action plan on PSEA/SH in
liaison with the regional and global gender teams;
- Support
HR in institutionalizing a gender responsive recruitment methodology;
- Provide
inputs into the draft CO Gender Equality Strategy for finalization;
- Lead a
consultative process for the development of the CO the Gender Equality
Action Plan to implement the strategy and support the management and GFT
in its implementation and monitoring;
- Conduct
consultation with national partners and develop a robust and
well-resources gender equality programme for the CO with a clear theory of
change and interconnected projects
Provide technical advice and support to the CO programme
teams on integration of gender in their programmes
- Provide
gender-related inputs to concept notes and the Pre-Project Appraisal
Committee on integration of gender to ensure projects meet the minimum
requirements on mainstreaming gender;
- Develop
gender analysis tools and checklists that support the programme teams in
integration of gender in their programmes;
- Conduct
sessions with programme teams on their key projects to identify entry
points for integration of gender in their projects.
Capacity Development of CO teams to enhance gender
equality
- Identify
capacity and learning needs of the CO programme and operations
staff;
- Provide
propositions for a variety of methods and interventions and develop a
capacity development plan;
- Organize
and conduct trainings for the programme teams on gender analysis and
mainstreaming, awareness and reflections sessions, and dialogues with all
staff on gender equality each within their role;
- Advise
and facilitate staff access to external learning programmes/courses and
resources on gender equality.
Develop Partnerships to promote Gender Equality
- Engage
with partners for the development of a gender equality and empowerment of
women programme including governmental institutions, women-led local
NGOs/CSOs, academia and research organizations and foundations, relevant
national/sub-national stakeholders and the corporate/private sector;
- Assist
the CO Programme teams and the Accelerator Lab in identifying and
developing partnerships with gender equality/women’s governmental
institutions.
Support the RCO in coordination of the UN Inter-Agency
Gender Task Group
- Co-Chair
the UN Inter-Agency Gender Task Group as per the TORs of the Group;
- Provide
advice and support to Group on compliance with the UN SWAP;
- Support
its work plan for 2023 and identify synergies, joint approaches to common
gender challenges and opportunities for inter-agency collaboration on
gender issues;

Min. Academic Education
- Advanced
university degree (Master’s degree or equivalent) in Social Sciences,
Development Studies, Gender or Women’s Studies, or related field is
required, or

first-level university degree (Bachelor’s degree) in combination with an
additional two years of qualifying experience will be given due
consideration in lieu of the advanced university degree.
Min. years of relevant Work experience

relevant experience at the national or international level of in the area
of gender equality and women empowerment.
