Mission and objectives
Established in 1951, IOM is the leading intergovernmental
organization in the field of migration and works closely with governmental,
intergovernmental and non-governmental partners. With 175 member states, a
further 8 states holding observer status and offices in over 100 countries, IOM
is dedicated to promoting humane and orderly migration for the benefit of all.
It does so by providing services and advice to governments and migrants. IOM
Iraq was established in 2003 and has more than 1,700 staff members in
sub-offices in all Governorates, with main offices in Baghdad, Erbil, Mosul and
Basra. Project info The incumbent of the position is expected to provide
support in the implementation of IOM Iraq projects related to the Migration Governance
and the operationalisation of the Iraqi National Migration Strategy. In the
course of the assignment, the particular emphasis will be placed on the
supporting of the implementation of the multi-annual COMPASS project funded by
the Netherlands. COMPASS Year 3 project is addressing Return, Readmission and
Reintegration (further referred as RRR) area, building on achievements by
strengthening return migration governance through capacity building, technical
assistance and with strong international coordination through the UN Network on
Migration; and data and research to build an evidence base to support the GoI
with achieving this aim. A conducive policy and legal framework are imperative
for providing the GoI with the ability to implement actions across RRR in
alignment with human rights principles. Preliminary findings from the mapping
and consultations on RRR laws and policies conducted by the GoI during 2021 and
2022 highlighted the need for further attention to this area.

responsive, client-friendly and high-quality support rendered to IOM and its
beneficiaries in the accomplishment of her/his functions • Age, Gender and

Task description
Within the delegated authority and under the supervision of
Migration Governance Programme Officer or his/her designated mandated
representative(s), the UN Volunteer “Associate Migration Governance Officer”
will: • Provide necessary administrative and logistical assistance to the
Migration Governance Programme Officer in planning, implementation and
monitoring COMPASS project activities; • Conduct a review of the National
Referral Mechanism (NRM) in governorates where it is operational; • Undertake
an assessment study and prepare the report on lessons learned/ gaps in existing
NRM locations; • Based on achievements and lessons learned from the project,
identify follow up actions, new initiatives and interventions of IOM in the
area of migration governance; • Contribute with necessary administrative and
logistical assistance to the Migration Governance Programme Officer in
planning, implementation and monitoring of other projects falling under the
scope of the Migration Governance programme; • Regularly research, follow-up,
compile, analyze and share information and data on national, regional and
international developments relevant to the project and the wider work of the
IOM Iraq migration governance programme as well as other relevant IOM projects
and activities, and highlighting noteworthy issues and proposing actions in the
area of migration governance; • Undertake travel duties relating to liaison
with counterparts, programme management and implementation, and problem resolution
as required; • Perform such other duties as may be assigned.

Required experience
3 years of experience in • At least 3 years of professional
work experience at the national and/or international level in migration,
humanitarian assistance, or other relevant programs; experience with any kind
of referrals is an asset, as is experience working in the UN or other international
development organization. • Excellent oral and written skills; excellent
drafting, formulation, and reporting skills. • Accuracy and professionalism in
document production and editing. • Excellent interpersonal skills; culturally
and socially sensitive; ability to work inclusively and collaboratively with a
range of partners, including grassroots community members, religious and youth
organizations, and authorities at different levels; familiarity with tools and
approaches of communications for development. • Ability to work and adapt
professionally and effectively in a challenging environment; ability to work
effectively in a multicultural team of international and national personnel. •
Solid overall computer literacy, including proficiency in various MS Office
applications (Excel, Word, etc.) and email/internet; familiarity with database
management; and office technology equipment. • Self-motivated, ability to work
with minimum supervision; ability to work with tight deadlines. • Sound
security awareness.

Living conditions and remarks
Baghdad is a Category E hardship duty station and non-family
duty station. The Rest and Recuperation (R&R) cycle for the Baghdad duty
station is 4 weeks, with the designated place of R&R being Amman. Movement
of international staff is restricted and takes place in UN vehicles. Working
for the UN in Iraq provides an interesting and enriching environment, but also
requires a mature level of cultural awareness, as well as more stamina and
commitment than elsewhere Therefore, flexibility and the ability and
willingness to live and work in harsh and potentially hazardous conditions,
involving physical hardship and little comfort, are essential. As this is an
international UN Volunteer specialist assignment, the HE will be responsible
for arranging volunteer housing. International UN Volunteers receive a
volunteer living allowance to sustain a basic, adequate, and safe lifestyle.
This allowance varies from one location to another depending on local living
costs, but all International UN Volunteers specialists in the same location
receive the same allowance. Below is a summary of the Conditions of Service.
Allowances The purpose of allowances for international UN Volunteers
specialists is to enable the international UN Volunteers to sustain a modest
and secure standard of living at the duty station. The allowances are in no way
to be understood as compensation, reward, or salary in exchange for volunteer
work. Volunteer Living Allowance (VLA): All international UN Volunteers
specialists are entitled to a monthly volunteer living allowance of USD
3,500.00 The purpose of this allowance is to cover the basic living costs of
the international UN Volunteer. The allowance is to ensure that the volunteer
can sustain a basic, adequate, and safe lifestyle. The monthly allowance rate
is a fixed rate for the duty station as established by UNV headquarters. There
are some ATMs operational in Baghdad. The dominant currency in use in Iraq is
USD. The Iraq dinar is used with an exchange rate of approximately USD 1 =
1,220 Ira-qi dinars. The market is mostly cash-based; both USD and Iraqi dinars
are widely accepted. Payments by credit cards are accepted in a limited number
of shops. UN personnel need to be culturally sensitive and adjust to the
culture of the country.
