Organizational Setting
The Regional Office for the Near East and North Africa (RNE) leads FAO's support to countries in the region in transforming their agrifood systems to achieve the Sustainable Development Goals (SDGs). It identifies regional priorities for food security, agriculture and rural development and ensures the planning and implementation of FAO's strategic response in the region through a multidisciplinary approach. It implements approved programmes and projects, monitors programme implementation, and ensures that they contribute to addressing regional priorities. RNE also advises on the incorporation of regional priorities into the FAO Strategic Framework and Programme of Work and Budget.

RNE supports regional policy dialogues, facilitates the emergence of regional partnerships, and supports knowledge exchange, capacity development and resource mobilization for food security, agriculture and rural development in the region. It develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).

The post is located in the Regional Office for Near East and North Africa (RNE) in Cairo, Egypt.

Reporting Lines
The Programme Officer (Partnership) reports to the Senior Partnerships Officer (Resource Mobilization), RNE and work in close functional contacts with the Resource Mobilization and Private Sector Partnership Division (PSR) and the South-South and Triangular Cooperation Division (PST) at headquarters.

Technical Focus
The incumbent will support building partnerships, including South-South and Triangular Cooperation, and mobilizing resources in support of Country Programming Frameworks (CPFs), subregional and regional priority frameworks and higher-level strategic frameworks of the Organization.

Key Results
Research, technical analysis and office management related services to support the delivery of programmes, products and services at regional level and globally in coordination with other Regional Offices.

Key Functions
•    Reviews relevant documents and reports; identifies problems and issues to be addressed and contributes to the introduction of corrective actions; liaises with relevant parties in particular other regions; ensures follow-up actions;
•    Contributes to policy development, including the review and analysis of issues and trends, generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions;
•    Prepares various written outputs, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications;
•    Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
•    Assists with outreach and communication-related activities; reviews and contributes to the development of learning materials, conducts training workshops, seminars; makes presentations on assigned topics/activities.

Specific Functions
•    Contributes to the business development portfolio through the identification and follow-up of new sources of funding, South-South and Triangular Cooperation opportunities, and maximizing donors contributions including from environmental and climate change funds such as the Global Environment Facility (GEF) and Green Climate Fund (GCF);
•    Designs programme/project summaries and other documentation to inform partners and create interest in FAO/RNE's programmes/projects;
•    Provides insight, maintains and updates the partnership strategy at the regional level;
•    Facilitates the establishment and maintenance of partnerships; develops, maintains and updates partners’ contact list/database;
•    Provides continued monitoring of partnership activities and ensures that communication channels with partners are maintained;
•    Prepares briefs and other documents explaining donor policies/trends and alerts senior management on major donor issues;
•    Reviews and refines process of working collaboratively with partners, including meetings, joint projects, information sharing, etc.;
•    Ensures the quality, consistency and appropriateness of country-specific communication materials, activities, processes and messages shared with partners;
•    Ensures that global and country level fundraising activities are supported by effective advocacy and communication strategy and activities;
•    Performs other duties as required.

Minimum Requirements
•    Advanced university degree in public/business administration, political or social sciences or related fields
•    Five years of relevant experience in coordination, decentralization, programme or office management, information and/or knowledge management including at international level
•    Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

FAO’s Subregional Office for the Pacific Islands (SAP) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing regional food, agriculture, rural development priorities in the Pacific. Organizational Setting

The Statistics Division (ESS) develops, and advocates for the implementation of methodologies and standards for data collection, validation, processing and analysis of food and agriculture statistics. In these statistical domains, it also plays a vital role in the compilation, processing and dissemination of internationally comparable data, and provides essential capacity development support to member countries. In addition, the Division disseminates many publications, working papers and statistical yearbooks, that cover agricultural and food security relevant statistics (including prices, investments, production, trade and agri-environmental statistical data).

Within the Statistics Division, the Survey Team is responsible for implementing the data production component of the 50x2030 Initiative to Close the Agricultural Data Gap. The 50x2030 Initiative is a global project that supports countries to produce timely and quality agricultural survey data in order to foster evidence-based decision-making of National Governments and their ability to monitor development indicators at national, regional and global level. The Initiative strives to broaden its scope and inform global development issues related to food security, nutrition and climate change. In this context, the Survey Team supports statistical agencies of 50 countries in establishing (or improving) large scale agricultural surveys with the objective to generate and disseminate official statistics on the agricultural sector.

The incumbent will be part of the Survey Team and will contribute to the implementation of the 50x2030 Initiative. In particular, s/he will work collaboration with FAO colleagues and national counterparts to support statistical agencies in measuring women's empowerment and nutrition (dietary diversity) through their agricultural survey programmes.

For this measurement, statistical agencies will be proposed the adoption of a survey instrument - hereafter called Women's Empowerment and Nutrition (WEN) - that is based on tested and validated methodologies like the Women's Empowerment Metric for National Statistical Systems (WEMNS) developed by the International Food Policy Research Institute (IFPRI) and partners and the Minimum Dietary Diversity for Women (MDD-W) developed by FAO and partners.

The post is located in ESS in Rome, Italy. 

Reporting Lines

The Statistician reports to the project's Senior Coordinator.

Technical Focus

Support statistical agencies of partner countries in measuring women's empowerment and women's dietary diversity through national agricultural surveys.

Key Results

Research and analysis of information, data and statistics, statistical methods, statistical and econometric modelling. Development and maintenance of specialized tools, methodologies, systems and/or databases, and the technical assistance services to support the implementation/delivery and monitoring of the programme of work and related products, projects, publications and services.

Key Functions

•  Collects, reviews, processes and/or analyses key social/economic/environmental/indicators, based on both traditional statistical methods/sources or on unstructured sources and data science methods, to support the delivery of economic and social development programmes of work, which can be focused on products, projects, publications or services;

•  Develops improved/updated technical, statistical and/or analytical tools, systems, databases;

•  Conducts research, data collection, validation, analysis and/or reporting in support of the development of technical standards, international instruments, innovative tools and methodologies to be used within the Organization or by external stakeholders;

•  Produces a variety of technical reports and provides input in technical documents, divisional publications and/or web pages;

•  Provides response to requests and provides technical and/or policy advice, assistance and solutions to Regional, Subregional and Country Offices, including technical backstopping to field projects;

•  Participates in multidisciplinary teams, collaborates with other Divisions and agencies on work groups and committees and promotes best practices;

•   Provides capacity development services, including the planning and organization of training workshops and seminars, and preparation of related information, materials, online tools and information kits;

•   In collaboration with team members, FAO/ES, IFPRI and the World Bank's Development Data Group, i) develops the reference Women's Empowerment and Nutrition (WEN) survey questionnaire of the 50x2030 Initiative and the enumerator manual; ii) reflects the adoption of the WEN questionnaire in the methodology (i.e., manuals) of the 50x2030 Initiative;

•   Contributes towards the dissemination of reference documents and the development of communication material for country engagement, internal updates and global outreach;

•   Contributes to the country engagement process, develops and updates country workplans and adapts the reference questionnaire to national contexts;

•   In collaboration with team members, FAO/ES and IFPRI, provides trainings and technical assistance to partner countries on the adoption of the WEN questionnaire in their national agricultural surveys, including survey design, questionnaire customization, data collection protocols, data processing, analysis and report writing;

•   Supports partner countries in disseminating survey findings on women's empowerment and nutrition;

•   Conducts research studies, as relevant and required;

•   Provides technical expertise for international meetings and conferences.

Context

As part of the UN system in Ukraine, UN Women supports national partners to implement their commitments to Women, Peace and Security Agenda (WPS), since 2015. UN Women has been providing technical assistance to develop, implement and monitor the first and the second National Action Plans for the implementation of UN SCR 1325 as well as other relevant international and national commitments related to the advancement of gender equality and women’s empowerment (GEWE) in Ukraine. In doing so, UN Women has partnered with and provided demand driven technical assistance to the key governmental institutions of the National Machinery for the Advancement at national, regional and local levels, and women’s CSOs and grassroots women, especially those affected by conflict and marginalized. In 2020 the world commemorated the twentieth anniversary of the adoption of the landmark UNSCR 1325 on WPS, and Ukraine has adopted the second NAP 1325 covering the period 2021-2025. In April 2020, Ukraine also joined the UN Group of Friends of Women, Peace, and Security. The renewed country commitments to the advancement of gender equality and implementation of WPS agenda create a momentum to effectively address areas of WPS agenda, which require special attention. These, according to the UN Secretary General’s Report to the UN Security Council (2020) globally include: a) radical shift in women’s meaningful participation in decision-making and in all states of peace processes, b) unconditional defense of women’s rights as part of WPS agenda, c) greater investment in social infrastructure for human security d) increase investments in women’s organizations, and e) improve gender data for WPS. Under the overall guidance and supervision of the Project Manager and in close collaboration with the Project Specialist, Project Assistant contributes to the effective management of UN Women WPS portfolio. Task description

Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and coordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). In line with this mandate UNHCR supports the Republic of Uganda in protecting individuals who seeks asylum in the country as well as those in the country at risk of being stateless or who already are considered stateless. UNHCR also provides direct assistance through implementing partners to refugees and asylum seekers in Uganda. As of Sept 30 UNHCR in Uganda targets approximately 1,524,352 refugees and asylum seekers for assistance in terms of basic services and legal protection. UNHCR puts a strong effort into identifying durable solutions for all refugees in Uganda and to reduce the risk of persons in the country becoming stateless.

Context

Field Office Kiryadongo is located in mid-western Uganda and approximately 223km north of Kampala. The refugee settlement in Kiryadongo is hosting 65,389 refugees and asylum-seekers as of 17 July 2023. The vast majority (over 95%) having fled from South Sudan since the outbreak of conflict in December 2013. The rest of the refugee population is made up of smaller population groups from the Democratic Republic of Congo, Kenya and other nearby countries. The Kiryadongo refugee settlement was officially opened on 12 July 1990 to host Sudanese refugees relocated from the Acholi P-11 refugee camp in Kitgum, northern Uganda. The Government of Uganda Office of the Prime Minister (OPM) together with UNHCR jointly coordinate the refugee response and assistance Programmes in the settlement while UNWFP provides food aid to all refugees. The settlement has two main ranches ( I and 37), subdivided into 17 clusters (villages). As of February 2016, the government of Uganda gazette and issued land titles to the settlement and included a third Ranch ( 188), hence increasing the capacity of Kiryadongo by about 4square miles with an estimated capacity to host an additional l 0,000 individuals however new arrivals cannot be settled there because this ranch lacks infrastructure and a large portion of it has national squatters living on it. As such, the settlement in the interim has reached its full capacity with only room for internal relocations and a few Protection referrals from Kampala and other settlements. The Total land area of Kiryadongo Refugee Settlement is 3 I square miles. The Associate Field Officer Kiryadongo must have knowledge in all aspects of VNHCR's Field level operation. Applied experience of protection principles, operational arrangements/standards in relation to protection, assistance. Must be conversant with the current priorities of the operation and existing mechanisms to implement those priorities. The incumbent is also required to liaise with all the relevant senior government officials, security organs in the area, the Head of various Non-Governmental Organisations (both national and internationals based in the area), Civilian/tribal leaders/elders, local opinion makers and the local media net-work to ensure his/her assigned responsibilities are effectively and efficiently discharged.

Ensure that UNHCR’s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR). Living conditions and remarks

Kiryandongo is a district located on the Gulu-Kampala highway. The UNHCR field Office and the refugee settlement are in Bweyale Town Council/Kiryandongo District. The security situation is calm. Suitably equipped office premises are provided. UNHCR Guesthouse facilities are also provided for accommodation at standard UNHCR rates. The majority of staff 14 out of 18, reside at the guesthouse. There is a room available for the Associate Field Officer. Catering services are provided by a Staff association hired cook for a fee and there is access to an equipped kitchen at the guest house as well as a common room with a TV with DSTV subscription. The Bweyale market has basic foodstuff. Basic health services are available at the settlement health centre for common illnesses (malaria, flu, etc.) but staff travel to Kampala (3.5 hours away by road) for more serious medical attention. The road from Kiryandongo to Kampala is well tarmacked and there is a variety of public transportation buses available. Kiryandongo is 1.5 hours away from Gulu. At Kiryandongo, there are two other sister agency present WFP and FAO. However, there are several partners both operational and implementing, such as, Save the Children, Danish Refugee Council, Action Against Hunger, Windle International, Water Mission Uganda, Global Refugee Initiative, AFI, IRC, AIRD, TPO, BRAC, SHI, DCA, CTEN, etc. Kiryandongo has basic education services but no international school. Communication is mainly through mobile phones (GSM). There are three banks available - Postbank and Centenary bank at Bweyale town (3km away) with basic services and Stanbic, at Kigumba town, which is about 30 minutes' drive from the UNHCR office.

Belize is an independent country on the eastern coast of Central America. It is bordered on the north by Mexico, on the south and west by Guatemala, and on the east by the Caribbean Sea. Its mainland is about 290 km (180 mi) long and 110 km (68 mi) wide. Belizeans have long described themselves as a “Caribbean nation” that just happens to be in Central America, for they have more in common with the distant islands on the Caribbean than their next-door neighbours of Central America. When attending official activities or when at the hotel, there is no worries or concerns. Gang related crime is high as of late, especially in Belize City and surrounding areas. This is a newly created position aimed to strengthen the Cashier's Unit of the United Nations Joint Staff Pension Fund (UNJSPF or the Fund). The Treasurer, P-3, will be based in New York and will report to the Treasurer, P-4.

The Cashier’s Unit, Financial Services Section, of the United Nations Joint Staff Pension Fund is responsible for: directing and controlling the treasury activities of the Fund; managing the cash flow operations of the Secretariat, including the purchase and sale of currencies and the funding of bank accounts prior to payment schedules; recommending and coordinating the implementation of periodic and non-recurrent payment systems for worldwide application, including the selection of banks, value dates, manual and electronic payment systems; and establishing methods to interface the systems into the existing infrastructure of the Pension Fund.

Responsibilities

Under the general supervision of the Cashier of the Fund, the incumbent will coordinate with the Cashier to perform the following duties:

• Authorize payment, on behalf of the Chief Executive Officer of the Fund, for Pension Fund disbursements totalling $2.4 billion per annum through electronic means and issuance of cheques
• Manage cash receipts and contributions income from member organizations
• Manage a cash flow of over $170 million per month, involving approximately 27 currencies, by evaluating payment patterns, projecting future requirements, evaluating the time needed to clear payments through various banks throughout the world, ensuring that adequate funds are available, and arranging for the transfer of funds to bank accounts to cover operational requirements. Arrange for transfer of excess funds to the Office of Investment Management of the Fund to invest
• Manage and supervise the investigations relating to returned payments, unidentified credits, claims of non-receipt of payments and other problems
• Monitor contractual performance by banks, bank charges and interest income
• Review, on a regular basis, various aspects of existing operations of the Unit and make recommendations for changes to enhance the efficiency and effectiveness of the Unit
• Keep abreast of policy changes established by central banks globally
• Liaise with the bank representatives and the Office of the Foreign Assets Control (OFAC) for the timely resolution of any payment affected due to embargo and or sanction
• Establish security procedures and ensure their implementation and maintenance within the Fund and by external agencies operating on behalf of the Fund. Appraise work performances and participate in recommendations for promotion and career development of staff
• Represent the Fund in policy discussions with the Treasurer of the United Nations and international banks on all matters relating to banking services, payment systems, costing formulae, cash flow projections, and other financial matters
• Assist internal and external auditors by answering any queries involving the Cashier's Unit, specifically in the area of cash management
• Undertake other assignments at the request of the Cashier and the Chief Financial Officer

The Pension Fund pays benefits in 17 currencies to about 80,000 beneficiaries who reside in more than 190 countries, and services more than 130,000 participants who work in the 25 member organizations of the Pension Fund.
